This incident has been resolved. The root of the problem was in one of the Payment Gateways, WorldPay, who has confirmed the impact has ended.

Monitoring
Our team has identified that the Worldpay Gateway is intermittently returning "Temporary Failure, please retry". We have contacted the payment gateway and we are currently monitoring transactions.
