Engineer team has fixed the issue with code change. The fix will be deployed with below schedule:

We have monitored that after our March release been deployed to APISandbox environment, Scheduled Bill Runs remain in Pending status and not been executed. Our team is actively working on fixing the issue now. Please stay tuned for more updates.
If you need to generate Invoice via Bill Run, please create an Ad Hoc Bill Run.
