Chase has confirmed this is caused by an issue on their side. We continue to work with them for the resolution.

Investigating
We are currently investigating an issue where the Zuora iframe is not rendering when the "Enable 3D Secure 2.0" option is enabled on Zuora Hosted Payment Pages, and the payment gateway integration "Chase Paymentech Orbital Gateway" is used.
